Matthew Bowman serves as Principal Advisor to the Director of the Office for Civil Rights at HHS, where he advises on a range of policy and enforcement issues. From January 2017 to May 2019 Mr. Bowman served as Deputy General Counsel in the Office of the General Counsel at HHS, where he oversaw legal services regarding the Office for Civil Rights, the Administration for Children and Families, and various public health and science components of HHS. Prior to his position at HHS, Mr. Bowman was an attorney at the public interest firm Alliance Defending Freedom for ten years. There he practiced constitutional and civil rights litigation relating to health matters. Before joining ADF, Mr. Bowman served as a judicial law clerk at the U.S. Court of Appeals for the Third Circuit both for Judge Samuel A. Alito, Jr. and for Judge Michael A. Chagares. Mr. Bowman also served as a law clerk for Judge John M. Roll at the U.S. District Court for the District of Arizona. Mr. Bowman earned his J.D. summa cum laude from Ave Maria School of Law in 2003, and received a Bachelor of Science degree in physics from the University of Dayton.
